Resource Support and Development, Inc. is a leader in promoting opportunities for growth and personal development for adults with disabilities in Billings, Lewistown, Hardin, Red Lodge and surrounding communities. RSD is looking for a versatile professional to lead our team as the Chief Executive Officer in our Billings office. The CEO is a full-time position that will be responsible for overseeing the general management, administration, operations, financial, technical, fundraising, and public relations functions and staff of Resource Support & Development, Inc.

The ideal candidate will possess demonstrated leadership ability, including the ability to provide vision and direction, identify and resolve problems, and oversee compliance with all DPHHS, HUD (Housing and Urban Development), and State requirements to provide services to the individuals entrusted with RSD’s care. He or she will be able and eager to work with a volunteer board of directors, community leaders, donors, city, county, state, and national officials and agencies. The ideal candidate will possess sufficient adaptability to perform both hands-on administrative tasks such as grant application preparation and submission as well as visionary and operational leadership.

Minimum Qualifications:

  • Master’s Degree from an accredited institution in the area of Business Administration, Human Services or a related field preferred. Bachelor’s degrees supported by equivalent experience in management preferably in the field of disabilities may substitute.
  • Five years of experience working in administration and with people with non-profits and/or people with disabilities preferred.
  • Budgeting and contracting experience preferred. Grant writing experience a plus.
  • Working knowledge of Microsoft Outlook, Word and Excel.

Key Duties and Responsibilities:

  1. Ensure that the operations of this non-profit corporation comply with existing and new contracts, and that all reporting is done accordingly.
  2. With assistance from the CFO, oversee the annual budget of $5,000,000, ensure compliance of the State of Montana/DPHHS contract, and any other funding sources as may become available.
  3. Develop policies and procedures to comply with program requirements with staff input and outside direction when warranted.
  4. Coordinate Board meetings, develop agendas, ensure that financial reporting is accurate and available, providing any material required for Board consideration; assist in recruiting new members. Ensure the By-Laws, Board Manuals, and training are current.
  5. Explore and develop new technology for the agency.
  6. Work with staff and Board to coordinate development and strategies for new and innovative services for our consumers.
  7. Promote choice and adhere to the principles of self-determination ensuring that those principles are evident throughout the services and supports.
  8. Maintain a working knowledge of RSD, Inc. policies and practices, utilizing the same in the day to day operations of service to RSD's consumers.
  9. Provide supervision and oversight to all service programs operated by RSD, Inc.
  10. Oversee the investigations assigned to other trained staff members, making sure reports are timely and complete.
  11. Maintain a working knowledge of DPHHS policies and procedures, including invoicing, contracting/budgeting processes.
  12. Perform and oversee the preparation and submission of grant applications and oversee recordkeeping and administration relating to grant awards.
  13. Oversee hiring and employee termination in cooperation with the HR Manager and employee manager(s).
  14. Other duties and projects as designated and or identified by the Board from time to time.
