DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
The Solid Waste Management Department (SWMD) is looking to hire a Senior Staff Analyst that is highly organized, has excellent strategic planning skills and possesses expert an knowledge and skillset in Resource Management and best practices.  

The individual that assumes this role must be self-motivated and possess the ability to identify problems and solve them quickly and efficiently. Is responsible for reviewing and managing the operational needs of the department and establishing clear objectives within SWMD.  Manages and directs assigned supervisors and managers within the SWMD.  Is expected to lead, supervise and provide coaching and employee development to assigned direct reports in the following sections of the SWMD (public information/communications, CIP/engineering, auditing, new program development and contract procurement). Experience in performance tracking and the ability to effectively communicate across various levels is a plus.  Must possess excellent conflict resolution skills and have the ability to deliver complex messages as needed.  This position is expected to coordinate with the community outreach/affairs, GIS routing/mapping and recycling areas.  This role reports to the Director of the Solid Waste Management Department and is expected to deliver the following job performance: 


Essential job duties and responsibilities for the (Chief of Staff) includes but are not limited to:  
  • Compiles data, produce information and interprets results through conclusion or recommendation formulation.  
  • Develops reports, special documents or publications as assigned.
  • Compiles special projects as assigned, working on a wide variety of financials, administrative, professional management and community issues and problems of medium to high complexity.
  • Manages and monitors metrics and key performance indicators.  
  • Strong analytical and problem-solving skills; previous experience with handling conflict resolution.
  • Represents Director at meetings and functions to gather information and to articulate the supervisor's opinions and recommendations.
WORKING CONDITIONS 
The position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions. Requires the ability to make simple gross motor responses within large tolerances.

Job Requirements:
EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Business Administration, Public Administration or a field directly related to the type of work being performed.

Graduate degrees related to the type of work to be performed may substitute for the experience requirement on a year-for-year basis.

EXPERIENCE REQUIREMENTS
Five years of professional administrative, financial or analytical experience related to the type of work being performed are required. 

Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.

LICENSE REQUIREMENTS 

NoneExperience with Resource Management preferred. Developing performance metrics preferred. Intermediate level of the MS Excel software and/or higher a plus.

SELECTION / SKILLS TESTS REQUIRED 
The selection process will involve application review and/or interview.  Department may administer skills assessment test. 
 
SAFETY IMPACT POSITION    
If yes, this position is subject to random drug testing and if a promotional position, candidate must pass an assignment drug test.

PAY GRADE - 28

SALARY INFORMATION
Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.
