Position Summary

The Vice President, Enterprise Program Management and Agile Delivery is a senior leadership position responsible for enabling the delivery of major programs and projects across the Blucora organization inclusive of our tax preparation and wealth management lines of business. This role is chartered with driving the company-wide transformation to agile and expanding capabilities within program management to drive effective execution of our most critical priorities. This individual will lead a team of program and project managers, scrum masters, and agile coaches that will uphold agile practices, program governance, and project management standards. This person is a driver of execution, highly visible with the Executive Team, and maintains strict accountability across internal and external partners.

  • Oversee portfolio management function across all Blucora entities
  • Drive standardization and adoption of EPMO and Agile practices across the company
  • Serve as a critical member of the Senior Leadership team by providing the framework and structure for the execution of corporate-wide priorities
  • Establishes trusted and productive relationships across ELT and SLT to drive change and execution across the business
  • Enable the delivery of programs and projects using agile delivery methods that support program strategy, resources plans, objectives, and key results
  • Drive visibility and communication on program progress from engineers to executives
  • Enable delivery focused on outcomes with a clear purpose, roles, KPI and milestone management, budget management, and measures of success/benefits realization
  • Lead identification of risks, actions, and issues through proactive communication and collaboration with partners and various teams
  • Actively remove impediments that block progress, drive for optionality when ‘at risk’, and proactively manage key risks and challenges with the ELT
  • Employe KPIs as a source of truth to provide transparency, measure progress, and drive continuous improvement of the EPMO and Agile Delivery Office
  • Lead firm-wide effort in prioritization of programs and projects leading to the development of an annual program roadmap
  • Ability to illustrate the program roadmap’s impact to resources, customers and budget
  • Influence executives, leaders, business units, and technology teams on agile principles, values, and techniques
  • Cultivate team accountability while ensuring the continual flow of high-quality value delivery
  • Continuously improve operational processes to enhance consistency of delivery and improve customer satisfaction
  • Implement tools and processes that enable the adoption of program management and agile practices and improve collaboration
  • Hire top talent and nurture existing talent to drive continuous improvement of our execution practices


Education and Experience


  • Bachelor’s degree in business, information systems, computer science, or a related field.
  • 15+ years of experience leading or managing program management and agile delivery preferably in the financial services or software industry.
  • Clear and demonstrable understanding of software engineering principles, DevOps processes and common agile tools (scrum)
  • Deep experience engaging and influencing senior-level executives.
  • Strong evidence of team leadership and people development
  • Experience applying project management frameworks (e.g., PMBOK).
  • Active project management certification (e.g., PMP).

Physical Demand and Work Effort


  • Typing, sitting, standing, walking, lifting, reaching.
  • Constant mental, visual and auditory attention. The flow of work requires focused, detailed attention and keying at a computer monitor.
  • The job is typically performed under comfortable working conditions; any disagreeable elements are generally absent during the normal performance of the job.
  • Compliance with company attendance standards.
  • This job role participates in an active production support rotation, so on-call responsibilities would be one week in every three.
